Long Feng was The Grand Secretariat of Earth Kingdom‘s most secure and capital city, Ba Sing Se. Ba Sing Se was the last remaining unconquered city in the Avatar Universe. Long Feng also served as the closest and most trusted advisor of Earth King Kuei. And was also the head of the secret police of the city called the Dai Li.
Long Feng used his power as the head of Dai Li to become the de facto ruler of Ba Sing Se. And reduced the role of Earth King Kuei to only a figurehead. Long Feng is one of the most cunning and secretive people of the Avatar Universe. And has abused his power for his personal gain.

He handpicked the officers and recruited them to the Dai li. So that they can serve his ambitions and help him secretly rule the city.
History Of Dai Li
Dai Li was formed by the Avatar Kyoshi herself. She did so after a peasant uprising nearly disrupted the balance of the city. Avatar Kyoshi established the Dai Li to protect the cultural heritage of the city. And to prevent any further uprisings against the government of the Earth King.
She herself trained the members recruited for this elite police force. And put them through rigorous training regiments to turn them into the best of the best so that they can protect the cultural heritage of the city. But over time the Dai Li became so corrupt that they did not even recognize the Earth King as their head but served Long Feng and Azula afterward because it was more profitable.
She expressed her disappointment to Avatar during their interaction at the actions of the Dai Li. And told Aang that if she knew that the Dai Li would become so corrupt and immoral over the years, she would not have established this police unit at Ba Sing Se.
Long Feng’s Seizure Of Power
When refugees from all around the Avatar Universe started to come to Ba Sing Se for refuge, Long Feng used this opportunity to become the sole head of the city relating to the external affairs and the security of the city.
He chose to hide this information from the King and for the most part of his life Eath, King Kuei did not even know that there was a war going on outside the walls of the city. Long Feng claimed that he withheld all this information from the king because he did not want to trouble the Earth King.
But in reality, he did so because he wanted to control all the affairs of the state himself. He passed laws that he saw fit and used Dai Li to thwart any resistance from the masses. His network was so deep and organized that even the Council Of Five, could not even reach the King. He also used his capabilities of Brainwashing people into working for him.
Interaction Of Long Feng With The Avatar
After Appa was kidnapped by the Sandbenders, Aang and the rest of the team were led on to believe that Appa might be in Ba Sing Se. So the Team Avatar went to the city and when they immediately faced the threat of Azula trying to conquer the city with the help of a Tunnel boring Tank.
The team foiled the Fire Nation’s attempt to conquer the city and entered the city by introducing himself as The Avatar. Long Feng immediately put the Team under surveillance and also put a brainwashed agent with them. The agent was under the guise of their guide to the city.
The team was not even allowed to meet the Earth King Kuei. The team tried to meet the king several times but were prevented by the Dai Li. The gang finally went to a party to meet the king but were confronted by Long Feng himself. When Aang showed his desire to meet the king, Long Feng blackmailed him by saying that ” If he wants his bison to survive then he will stop trying to meet the king”. At the mention of Appa, Aang stopped trying to meet the Earth King.
Later Long Feng captured Appa by using a bison whistle and showed his ability to Earthbend by capturing Appa by himself by turning over a complete slab of Earth. Appa was later freed by Zuko and then went on to save the Team Avatar at Lake Laogai when they were surrounded by Dai Li agents.
Abilities of Long Feng
Long Feng is one of the most powerful Earthbenders in the Avatar universe. But he avoids direct confrontation with his enemies and uses hypnosis to control others. He is a very powerful hypnotist and uses hypnosis to control whoever does not obey him. He also has several agents under his hypnotic control that survey the city and report any suspicious activity against Long Feng and Dai Li.
Long Feng uses the words “The Earth King has invited you to Lake Laogai” to put a spell on the person whom he wants to control. He also had his headquarters established under the Lake Laogai. And also locked up Appa beneath the Lake after capturing him.

After Appa was found by the Team Avatar. The team attacked the Earth King’s Palace and met the king to reveal Long Feng’s illegal and treasonous activities. After the king was presented with enough evidence of the war and Long Feng’s misuse of his power. The King ordered the Council of Five to arrest Long Feng. But the Dai Li still remained loyal to Long Feng because of their corruption.
Long Feng placed Dai Li under Princess Azula’s command to take over the city by placing the King and the Council of Five under house arrest simultaneously. But when Long Feng was freed and asked to be made the King Azula sat at the throne and asking him to submit as he knows what is best for him.
Long Feng ultimately gave into Azula’s demand and became another one of her subjects by bowing down to her. And Lost all his power and position to Azula.
